Medical Officer HIV Sierra Leone

Context Solthis is an international NGO aiming at strengthening health systems to improve access and quality of care in resource limited countries. Since 2011, Solthis has been providing support to Sierra Leone health authorities and health care workers, at both health facility level and central level, to improve HIV care. Solthis is applying to a call for tender launched by The National Aids Secretariat (NAS) for Technical Assistance (TA) in regards with Viral Load/EID implementation plan in Sierra Leone. It is an 18 months TA based in Freetown, covering the following objectives: (1) Launch and support implementation of the national plan for viral load (VL) and early infant diagnosis (EID) testing in line with WHO guidelines. (2) Design and implement a sample collection & transportation system from the selected health facilities to the Reference Lab. (3) Develop and implement a feedback system to deliver results from the laboratory to the selected health facilities (4) Develop appropriate laboratory information system ensuring information is registered at NAS and NACP (National Aids Control Program) monitoring units (5) Build the capacity of health care workers in health facilities so that they are able to prescribe in a timely manner the viral load test to their patients, and use the VL/EID results in the clinical management of their patients (6) Strengthen the capacities of national and regional authorities for the national roll-out and supervision of VLT and EID in the country A team of two experts will be recruited to achieve the required tasks: - A laboratory/health logistics expert - A medical officer Tasks and responsibilities Under the supervision of Solthis Head of Mission, the Medical Officer will be: - Contributing to the achievement of the objectives (1) to (4) and (6), in close collaboration with the Laboratory/Health logistics expert - Responsible for the implementation of objective (5): “Build the capacity of health care workers in health facilities so that they are able to prescribe in a timely manner the viral load test to their patients, and use the VL/EID results in the clinical management of their patients”. This objective will be achieved through the following activities: o Develop and validate with national partners the training and mentoring modules o Implement trainings of trainers o Implement trainings on: DBS sampling; EID and VL prescription; treatment failure management o Provide clinical mentoring at health facilities level o Perform join supervisions with NACP staff - Reporting on activities and results, following NAS reporting requirements   Required skills and experience • Medical doctor with strong experience in HIV/AIDS clinical management, including VL prescription and treatment failure management • Experience and methodological skills in terms of training and mentoring of health care workers • Experience in providing Technical assistance to National Aids programs in resource-limited settings would be an added-value • Experience in project management • Fluent in English Conditions: • Location : Freetown, Sierra Leone • Contract duration : 18 months • Starting date : November 2016 • Salary: according to professional experience + package (medical and repatriation insurance, transport, accommodation, monthly living allowance 610€).
